Hon. JoBeth Coleby-Davis currently serves as Minister of Energy, Utilities and Aviation; having previously served in the Davis administration as Minister of Energy and Transport and Minister of Housing & Transport.

Her ministerial responsibilities include relations with Bahamas Power and Light and Grand Bahama Power Company, Projection Execution Unit, Energy Sector, Energy Policy, Energy Systems, Oil and Gas Exploration, Water and Sewerage Corporation, and the Department of Aviation, which covers Civil Aviation, Air Traffic Licencing, Nassau Flight Services, relations with the Airport Authority, Navigation Services Authority, Air Transport Licencing, Airports, Nassau Airport Development Company and Freeport Development Company.

Minister Coleby-Davis holds an LL.M in Energy Law and Policy from the University of Dundee in Scotland. She completed her Associates degree in Law and Criminal Justice at the College of The Bahamas and gained her dual Bachelor of Law degree with Business Management at Keele University, UK in 2009. Minister Coleby-Davis completed her bar vocational course at Nottingham Trent University in 2010 and
has been called to the Bars of England, Wales, and The Bahamas. She is a proud member of The Honourable Society of Lincolns Inn. Prior to her career in the public service, Minister Coleby-Davis served as In-House Legal Counsel at Bahamas Petroleum Company. Her responsibilities included compliance and risk oversight, government relations, and management of legal and commercial risks associated with day-to-day business operations. During the period May 2017 to August 2021, Minister Coleby-Davis served as a Senator, until her election in September 2021 as the first female Member of Parliament for the Elizabeth constituency in eastern New Providence. She was re-elected in May 2026.

In fulfilling her role as a public servant, Minister Coleby-Davis has led with vigor and excellence, with key accomplishments that include re-igniting the Government’s affordable housing programme in New Providence, Abaco, and Eleuthera, introducing the Electricity and Natural Gas Acts 2024, launching The Bahamas National Energy Policy 2025 – 2030, leading the successful re-election campaign of The Bahamas to the International Maritime Organization (IMO) Council Category C, facilitating the largest investment in renewable energy in our nation’s history, and pioneering the establishment of the Niccolo P Small Meteorology Cadet Programme.

A passionate and future oriented leader, she believes strongly in bringing young people to the table and pouring into the future leaders of The Bahamas. She encourages all young Bahamians “to be the scriptwriters of their destiny and to power the change they want to see in The Bahamas and the world.”
