Water and Sanitation Sector Senior Specialist
Glaister is a Professional Engineer with extensive training in project management and experience in strategic planning, project coordination, execution, and design. He currently serves as a Water and Sanitation Sector Senior Specialist at the Inter-American Development Bank (IDB), where he is responsible for supporting Water and Sanitation operations in Trinidad and Tobago and Guyana. Glaister recently rejoined the Bank following his role as Vice President, Enterprise Development & Performance Monitoring at the National Water Commission (NWC) in Jamaica, where he provided strategic oversight for Public-Private Partnerships and project financing, Information and Communication Technologies, business planning and research, and the Project Management Office.
Originally from Montego Bay, Jamaica, Glaister studied Civil Engineering at The University of the West Indies and began his career as a consulting civil and structural engineer. He later pursued further studies at Newcastle University in the United Kingdom, earning a Master of Science degree in Structural Engineering, followed by an Executive MBA from Florida International University. Between 2008 and 2017, he completed his first tenure with the IDB as an Operations Specialist in the Jamaica Country Office, managing and supporting projects across the Water and Sanitation, Transport, and Energy sectors. During this period, he also undertook special assignments supporting operations in El Salvador and The Bahamas.
With over two decades of experience spanning engineering, infrastructure development, utility management, and multilateral development, Glaister brings a unique blend of technical expertise, strategic leadership, and operational experience to advancing sustainable solutions for the region’s water and sanitation challenges.
