Principal PPP Specialist
Professional with over 20 years of experience in economic policy and infrastructure finance. Currently Principal PPP Specialist at the Inter-American Development Bank (IDB), coordinating activities in the Caribbean and leading PPP infrastructure projects across sectors in Latin America. Former special advisor in the IDB’s Strategy Office, focusing on private resource mobilization, guarantees, and engagement in international forums such as the G20. Previously served as IDB Infrastructure and Energy Sector Manager. Spent 17 years in Brazil’s Ministry of Finance, holding different senior roles including Secretary for Economic Affairs and serving on the boards of Banco do Brasil and its affiliates. Holds an MPA from Columbia University and a BA in Economics from the University of Brasília.
Infrascope is a benchmarking index and tool used to assess the capacity of countries to implement public-private partnerships in infrastructure. Commissioned by the IDB and developed by the Economist Impact since 2009, it evaluates the enabling environment for PPPs in 26 Latin American and Caribbean countries.
