Nigel Burgess serves as the Head of Regulation at the Regulatory Authority of Bermuda (RA), where he leads the Regulation Department’s, Economic, Financial and Technical units. His portfolio spans critical sectors including electricity, electronic communications, submarine cables, and fuels. Nigel is responsible for developing and implementing regulatory frameworks in accordance with the Regulatory Authority Act 2011, the Electronic Communications Act 2011, the Electricity Act 2016, the Submarine Communications Cables Act 2020, and the Fuels Act 2022, while ensuring alignment with the RA’s Work and Strategic Plans.

A Chartered Electrical Engineer specializing in power systems and control, Nigel is also a renewable energy expert. He obtained his North American Board of Certified Energy Practitioners (NABCEP) PV Installation Professional (PVIP) Board Certification in 2014, underscoring his commitment to sustainable energy solutions.

Nigel has been instrumental in shaping Bermuda’s energy regulatory landscape. He played a pivotal role as the technical lead for the island’s inaugural Integrated Resource Plan (IRP) released in 2019, charting a course toward a cleaner energy future. Currently, he is spearheading the development of the regulatory framework for Bermuda’s fuels sector.

In addition to his regulatory work, Nigel has led a variety of strategic initiatives. These include retail tariff reviews for 2021–2023, the creation of Bulk Generation Procurement Rules, and comprehensive feasibility studies—economic, technical, and environmental—for wind and solar PV projects. He also contributed to launching the region’s first solicitations for offshore floating solar PV and offshore wind development.

Nigel’s technical expertise is further highlighted by his role as the chief designer and installer of Nonsuch Island’s off-grid solar PV system—Bermuda’s first fully operational off-grid energy solution, tailored for a remote nature reserve island that supports diverse endemic species and local residences. His distinguished career includes service on the Ministry of Works and Engineering Advisory Board and co-authoring several influential publications addressing distributed generation impacts, clean energy transitions in small island states, and innovative procurement models for offshore wind projects.
