Dr. Marsha Atherley-Ikechi is the Executive Director of the Organization of Caribbean Utility Regulators (OOCUR). She previously served as the Chief Executive Officer of the Fair Trading Commission in Barbados, the Caribbean’s only tripartite regulator, where her responsibilities spanned consumer protection, fair competition, and utility regulation.
With over twenty years of experience in environmental engineering and utility regulation, Dr. Atherley-Ikechi has spearheaded a variety of initiatives across a wide range of environmental and energy issues. Notably, she played a key role in the development of feed-in tariffs, storage tariffs, and other strategic mechanisms facilitating Barbados’ transition to renewable energy. Her expertise extends to the sustainable development of small island developing states, focusing on climate change mitigation, energy economics, energy efficiency, renewable energy policy, adoption, and the water/energy nexus.
Dr. Atherley-Ikechi holds a Ph.D. and M.Sc. from the University of the West Indies in Chemical/Environmental Engineering and Renewable Energy Management, as well as an M.Sc. in Environmental Engineering from the University of Newcastle Upon Tyne. She has contributed extensively to the field through consulting, publications, and by sharing her knowledge of ex ante and ex post regulation with regional regulators, utilities, and post-graduate students of environmental management.
