Mr. Padilla is a seasoned executive leader with over 20 years of management experience, recognized for his collaborative approach in strategic initiative management, external stakeholder leadership, and corporate governance. He has successfully overseen the implementation of various strategic programs, led business transformation efforts, and engaged with key external stakeholders to foster strong relationships. His expertise extends to finance and fiscal affairs, as well as effective communication in both English and Spanish, enabling him to navigate complex negotiations and deliver results across diverse sectors.

Currently serving as one the company leaders of the business development efforts for the Business Unit services in the region. Responsible for managing and maintaining client relations, identifying, and developing new business opportunities within the energy and infrastructure markets in the island and multiple markets served by CSA Group.

Mr. Padilla has enabled potential transactions with the use of federal funds targeted on mitigation to large and complex infrastructure related to energy and transportation, in which clients has needed assistance to formulate business solutions within the local legal frameworks and Federal Government funding requirements.

In 2020, was appointed by the PREPA Governing Board as part of a holistic approach to the Office of the Executive Director, to ensure continuity of strategic transformation and business operations. Led the strategic development and execution of the 10-year infrastructure revitalization plan of the Puerto Rico Electrical System needed for the $10.5 billion allocation from the Federal Emergency Management Agency (FEMA).

Among key roles during the PREPA and Puerto Rico Energy Sector transformation, led the PMO to implement leading project management practices at the utility. Executed strategic initiatives for the CEO and Board, including those associated with restructuring, fiscal plans, and the transformation.

Currently resides in San Juan, PR where he continues to collaborate with key stakeholders in the energy sector to expand capabilities and enable business transactions within the implementation of the Puerto Rico Energy Sector.
