Since joining CAF in 2004, Mr. Requena has successfully held management positions in the organization, such as Director of Social Development; Corporate Director of the Vice Presidency of Social Development; CAF Representative in Ecuador; Acting Vice President of Country Programs; and Advisor to the Corporate Management of Countries.
Prior to joining CAF, Mr. Requena held important positions in the financial sector, as Permanent Secretary of Public Investment and External Financing in the Ministry of Finance in Bolivia, where he was responsible for the preparation and monitoring of the public investment budget, promotion and negotiation of external financing. He served as Alternate Governor of Bolivia to the World Bank and the Inter-American Development Bank and was a member of the Board of the Financial Fund for the Development of the La Plata Basin (FONPLATA). In addition, he was a member of the Board of Directors of various private companies in his country.
At the Social and Economic Policy Analysis Unit (UDAPE) in Bolivia, Mr. Requena held the positions of Executive Director, Deputy Director, Head of the Macroeconomic Division and Researcher, among other positions of equal relevance, like Technical Secretary of the National Council for Economic and Social Policies.
In the academic field, Mr. Requena’ s work as a professor of Econometrics at the Catholic University of La Paz in Bolivia stands out. Likewise, he is the author or co-author of a series of publications, his research work includes potable water and sanitation in Latin America and the Caribbean.
Mr. Requena has a master’s degree in Mathematics and a master´s in Econometrics from the University of Geneva and a master’s Degree in Development Economics from the University of Cambridge.
Mr. Requena was a Member of the Committee of Experts of the II Edition of the SDG Recognition of Good Practices for Sustainable Development in 2020. He participated in different events such as the United Nations Global Compact Red Ecuador / • TED Format Magisterial Talk, Quito, 2017, / • International Meeting: Quito One Year After HABITAT III, Forum Compliance with the International Agendas of the Region, Quito, 2017 / • The Political and Economic State of Affairs in Latin America, International Investment Conference, Munich, 2017.
Mr. Requena was also the recipient of various scholarships and awards including • Director of the winning project in the IDB Network Centre Contest with the project: “Determinants of the spread in bank interest rates”, 1997 / • Research Award for Overseas Students University of Cambridge, 1993 / • Full St. Augustine scholarship at University of Geneva, 1982 – 1986.
