Ambrose Tillett is a distinguished energy professional and regulatory expert who currently serves as a Director at the Public Utilities Commission (PUC) of Belize. Since 2017, he has immersed himself in transformative initiatives in utility regulation, renewable energy integration, and policy development, combining deep technical expertise with a strong commitment to sustainable development and regulatory innovation.

In his role at the PUC, Mr. Tillett has played a pivotal part in critical regulatory processes, including full and annual electricity and water rate reviews, licensing for independent power producers (IPPs) and self-supply projects, and Requests for Proposals (RFPs), including the 2014 all-source procurement and 2020 gas-fired generation procurement. He has also undertaken the review and approval of Power Purchase Agreements (PPAs) for solar, biomass, and thermal generation projects. His advisory contributions to the Commission have been instrumental in shaping modern regulatory frameworks, including procurement regulations, interconnection standards, and amendments to tariff policies—enhancing transparency, efficiency, and accountability in Belize’s utility sector.

From 2011 to 2017, Mr. Tillett served as Energy Director at the Ministry of Energy, Science & Technology, and Public Utilities, where he led a team tasked with implementing Belize’s National Energy Policy and Sustainable Energy Strategy. His leadership was central to several national milestones, including securing lower electricity markup rates from Mexico, doubling the share of renewable energy in the country’s electricity mix through successful competitive procurements, and mobilizing over USD $20 million in donor funding and technical assistance to support Belize’s sustainable energy agenda.

Mr. Tillett holds a Master of Science (with Distinction) in Renewable Energy and the Environment from the University of Reading, United Kingdom and earned a Bachelor of Science in Computer and Electrical Engineering from the University of the West Indies, St. Augustine Campus.

Early in his career, he completed a rigorous 12-month engineering internship with Manweb Plc in the United Kingdom, receiving mentorship and hands-on training in system planning, plant development, and the operations and maintenance of high-voltage infrastructure. He further honed his regulatory and technical expertise through advanced training in two internationally recognized programs: the PURC/World Bank International Training Program on Utility Regulation and Strategy (University of Florida, 2018) and the KOICA Fellowship on Renewable Energy Development (Korea Institute of Construction Technology Education, 2015).

Throughout his career, Ambrose Tillett has consistently demonstrated a deep commitment to expanding energy access, promoting sustainability, and upholding regulatory integrity. His interdisciplinary experience and leadership continue to make a significant impact on Belize’s energy transformation and regional regulatory development.
