Wayne Michael Caines is a Bermudian corporate executive, former Cabinet Minister, attorney, and military officer whose leadership spans national security, telecommunications, energy, and critical infrastructure. He has led complex, highly regulated institutions in both the public and private sectors, bringing disciplined governance, strategic clarity, and operational resilience to every role.

Military Service

Mr. Caines completed officer training at the Royal Military Academy Sandhurst and served nine years in the Bermuda Regiment, rising from Private to the rank of Captain. He served as Second-in-Command of Alpha Company, Platoon Commander, and Public Relations Officer, with overseas attachments in Scotland and Jamaica. His military experience established the foundation for his disciplined leadership and crisis management approach.

Legal Career

A graduate of Oakwood University (B.A., History, minor Political Science) and the University of Kent (LLB Hons), Mr. Caines began his career as Crown Counsel in the Bermuda Department of Public Prosecutions. He prosecuted serious drug and firearm matters and served within the Drug Treatment Court framework, strengthening his expertise in criminal justice policy, governance, and institutional accountability.

Political Leadership

On 18 July 2017, Mr. Caines was elected as the Member of Parliament for Constituency 14, Devonshire North. He was appointed Minister of National Security, where he held responsibility for the Bermuda Police Service, Bermuda Fire and Rescue Service, Bermuda Regiment, Bermuda Department of Corrections, Bermuda Department of Immigration, Bermuda Customs Department, the Government’s Information and Digital Technologies Office (ITO), and national gang violence reduction strategy. During his tenure, he played a leading role in advancing Bermuda’s fintech regulatory framework, including the Digital Asset Business Act 2018.

Corporate Leadership

Mr. Caines previously served as Chief Executive Officer of Digicel Bermuda, leading commercial strategy, operations, and regulatory engagement within a competitive telecommunications market. In 2020, he was appointed President of Bermuda Electric Light Company Limited (BELCO) and Liberty Group Limited, overseeing Bermuda’s sole electricity provider with a focus on infrastructure resilience, operational excellence, capital investment, and long-term energy security.

Board Governance

Mr. Caines serves on the boards of Prospero Re, Resolute Re, Digicel Bermuda, Stevedoring Services Limited, and Masterworks Museum of Bermuda Art. He also serves as Chairman of CARILEC (Caribbean Electric Utility Services Corporation), advancing regional collaboration among Caribbean utility leaders.

Personal

Mr. Caines has been married for 30 years to Maxanne Anderson, Bermuda’s Senior Magistrate. They are proud parents of Maxanne Caines II, who was recently appointed as a Common Councillor for the Corporation of Hamilton.
