Global Director for Country Delivery
Ramiro Gómez Barinaga is Director of Country Delivery at RELP, where he leads the design of renewable energy and storage procurement programmes in countries supported by RELP. He coordinates local and regional teams for market analysis, risk assessment, and the preparation of tender documents and Power Purchase Agreements (PPAs), and is responsible for engagement with governments and key stakeholders.
In the public sector, he served as Legal Advisor to the Government of Argentina on renewable energy matters, contributing to the design of the regulatory framework, PPA contracts, and guarantee mechanisms under the RenovAr Programme. On the private sector side, he brings a strong track record in mergers and acquisitions, corporate law, investment structures, and project finance, with a particular focus on renewable energy.
He holds a law degree from the Universidad Nacional del Litoral, a Master's degree in Tax Law from the same institution, and a Master's degree in Finance and Law from the Universidad del CEMA. He is a lecturer in Corporate Law, Project Finance, Renewable Energy, and Mergers and Acquisitions at institutions including UCES, UTN, and UBA in Argentina.
