Dr. James Leiman, Director of Business and Financial Development for BWR Innovations in Fargo, ND, is a global business developer, transformational leader, and educator with over 20 years of experience. He has advised heads of state, CEOs, and testified before the U.S. Senate and state legislatures.

James specializes in change management, strategy, community growth, and workforce development. As North Dakota’s former Commissioner of Commerce, he led initiatives resulting in $40 billion in projects, managing six divisions and a $320 million budget. Previously, as City Administrator for Ada, MN, he significantly improved the city’s financial standing, earning two credit rating upgrades and securing substantial investments.

At the U.S. Department of Veterans Affairs, James modernized operations with a Digital Operating Environment, creating a major public logistics network that reduced VA claims backlogs. He is an Army veteran, private equity investor, entrepreneur, and has taught over 100 courses in International Business, Supply Chain, Economics, and National Security.

Dr. Leiman holds a Ph.D. in Transportation and Logistics from North Dakota State University, an MPA from Evergreen State College, and a Graduate Certificate in Identity Management from the Naval Postgraduate School.
