Evenson Calixte

Dr. Evenson Calixte is the General Manager of Haiti’s National Energy Regulatory Authority (ANARSE), appointed by presidential decree in October 2017. He holds a Ph.D. in Power System Engineering from Nagoya University, Japan, where he also earned his master’s degree. He began his academic journey with a bachelor’s degree in Electrical Engineering from Université Quisqueya, Haiti, in 1998.

Dr. Calixte currently serves as Dean of the School of Science, Engineering and Architecture and Vice-Rector for Academic Affairs at Université Quisqueya, where he is also a full professor. Additionally, he lectures part-time in power systems at the Université d’État d’Haïti.

Over the course of his career, Dr. Calixte has held several high-level advisory roles in the Haitian government, including Energy Advisor to the Minister of the Environment in 2012 and later to the President of Haiti in 2017. At ANARSE, he has led the development of key national energy policies, including Haiti’s National Electricity Development Plan and the regulatory framework for mini-grids. He also launched competitive procurement processes aimed at expanding electricity access through solar PV mini-grids.

A published author in the field of power systems engineering, Dr. Calixte is fluent in French, Haitian Creole, English, and Japanese.
