RFP for new natural gas-fired generation in the Dominican Republic

The Dominican government just launched today the RFP for new natural gas-fired generation, through the three state-owned energy distribution companies, EDENORTE, EDEESTE Y EDESUR, as off-takers, in coordination with the Ministry of Energy and Mines. Under the supervision of the Superintendence of Electricity, the entities are calling for bids for the purchase of energy through long term PPAs.

Summary of Terms:

– Tender exclusively reserved for new natural gas-fired combined cycle power plants

–  Installed capacity: 700 MW – 800MW divided in two blocks:

a) Block 01 (generation and natural gas terminal):
– A natural gas-fired combined cycle power plant 350MW-400MW
– A natural gas terminal with onshore storage capacity that ensures the minimum supply of combined cycle generation units for a total of 800 MW (net capacity) and which shall include a floating breakwater.

b) Block 02 (Generation):
– A natural gas-fired combined cycle power plant 350MW-400MW

– PPAs awarded under this tender will have a 36-months term to start operations.

– PPAs will have a 15-years term.

– Any (local or foreign) companies interested in participating in the tender, individually or as part of a consortium, must register in the Participants Registry by filling the Participants Registration Form (attached) and paying the corresponding registration fees (US$5,000), according to the instructions set forth in the Participants Registration Guideline (attached), which can be downloaded at https://mem.gob.do/transparencia/licitacionesce/

– The deadline for the register of participants is April 20, 2021.
