Paraguay is considering two bills to reform its electricity sector, including the creation of a Ministry of Mines and Energy and a dedicated electricity regulator. The proposals aim to improve institutional coordination, strengthen regulatory certainty and encourage investment in new power generation, including solar energy. Both bills remain under public consultation, with stakeholders reviewing their potential impact on the sector and the autonomy of state-owned utility ANDE.
