OpenAI has signed a letter of intent to participate in the Stargate Argentina AI data centre project in Patagonia, a joint venture with Sur Energy announced by President Javier Milei’s government with a projected investment of US$25 billion. OpenAI will not contribute funds upfront and will act as the main buyer of computing capacity only after construction, with Sur Energy leading the project under Argentina’s major investment incentive scheme (RIGI).
