Haiti’s National Regulation Authority for Energy announces second RFQ

The National Regulation Authority for Energy (ANARSE) of Haiti has announced its second Request for Qualification (RFQ) for a grid modernisation project in collaboration with Energy Cell MTPTC and EDH, and with the support of USAID.  

Haiti’s government recently announced its new policy of privatising electricity grids, aiming to make its electricity system more efficient and less costly, and to further access to electricity for its customers and the general Haitian population.

This policy has centred on three main objectives: increasing rural electrification by developing micro-grids; modernising regional grids, and increasing the capacity of the electrical grid on the metropolitan zone of Port-au-Prince through independent energy production projects.

This second RFQ concerns the South (Les Cayes) Grid. The grid will cover 10 cities and currently has 23,000 active customers and should power more than 55,000 customers.

The duration of the concession is 20 years and it’s expected that the selected operator would finance, build and operate a solar PV plant of 5 MW and an LNG plant of 20 MW. Candidates can also proposed other innovative generation mix.

The deadline for submission is September 30th, and further RFQs are expected to be announced in the coming weeks.
