Ricardo Mourinho Félix started his term as Vice-President of the European Investment Bank on 16 October 2020. Mr. Mourinho is a member of the EIB’s Management Committee, which draws up the Bank’s financial and lending policies, oversees its day-to-day business, and takes collective responsibility for the Bank’s performance. His areas of oversight include the Blue economy, Funding and treasury, Multiannual Financial Framework (MFF), InvestEU, Just Transition Mechanism, Recovery and Resilience Facility, project eligibility, technical and economic assessment, Economic research, financing of the migration response, financing operations in Portugal, Spain, Algeria, Morocco, Tunisia, Latin America, Cuba, Caribbean States and the Community of Latin America and Caribbean States (CELAC).

Vice-President Mourinho Félix also oversees the relations with rating agencies, national promotional institutions (NPBs), the European Long-Term Investors Association (ELTI), the Inter-American Development Bank (IADB), the Caribbean Development Bank (CDB), Eurostat, the Organisation for Economic Co-operation and Development (OECD), the World Trade Organization (WTO), the Bank for International Settlements (BIS) and think tanks..

Before joining the EIB, Mr. Mourinho was Deputy Minister and Secretary of State of Finance in Portugal for 5 years. Mr. Mourinho was nominated member of Portuguese Government after a 20 years career at Banco de Portugal where he became Head of the Portuguese Economy Division 2013. He holds Masters in Economics at the NOVA School of Business and Economics and a degree in Economics at ISEG Lisbon School of Economics and Management.
