Jorge Rivera Staff has a degree in Law and Political Science, with a Doctorate in Administrative Law from the Computense University of Madrid. He also has a Master’s Degree in Energy Law from the Higher Energy Institute (ISE) of Spain.

He has more than 10 years of experience advising governments and private companies on legal, regulatory and public policy issues in the energy sector.

Within its academic preparation is added Specialization in Globalization and Public Services of General Interest, as well as Integration Processes in Europe and America at the Carlos III University of Madrid. Added to MBA Postgraduate in Strategic Management, as a graduate of the Inter-American University of Panama.

He studied at the Institute of Social Development (INDES), of the Inter-American Development Bank (IDB) in Public Management by results for development, as well as a Diploma in Political Management and Governance with George Washington University, and the University of Panama.

He participated at the Regional School of the United Nations Development Program (UNDP), on the Analysis of Public Policies from the perspective of Human Development.

Within his public career, he served as Legal Advisor for Empresa de Transmission Eléctrica S.A. (ETESA) and Legal Advice collaborator in the Electricity Directorate of the National Secretariat of Energy during the period of organization.
