Jorge DE LA CABALLERIA is currently Head of Unit in INTPA responsible for the cooperation with South America countries, as well as for the management of the programs for Latin America and the Caribbean related to LAIF and CAIF (blending with Financial Institutions) “Facilities”, EFSD+, AL INVEST (support to the private sector); EUROFRONT (management of frontiers and human trafficking); El PaccTO (fight against organized crime/security); COPOLAD (drugs); ADELANTE (triangular cooperation); DiT Facility (development in transition).

Between 2017 and 2020 he was in charge as Head of Unit of the Development Coordination in Latin America and the Caribbean in the Directorate General for Development and International Cooperation (DEVCO).

Previously he was appointed in 2012 Head of Unit for the Development Coordination in South and South East Asia in the Directorate for Asia, Central Asia, Middle East/Gulf and Pacific of the Directorate-General for International Cooperation and Development and in 2008 Head of Unit for Multi-country Programmes in the Directorate for Europe, Southern Mediterranean, Middle-East and Neighbourhood Policy.

Before those assignments in Commission HQ, he spent 8 years at the EU Delegations in Morocco and in Rome as First Counsellor Heading respectively the Cooperation Section and the UN section as Joint Permanent Representative to the FAO, WFP, IFAD and the Holy See.

Between 1987 and 1997 he successively worked as i) Administrator in the Competition Conditions Unit in Directorate-General for Agriculture; ii) Counsellor in the Legal Affairs and Procurement Coordinator in the Tenders and contracts Units in the Directorate-General for Development and iii) Desk Officer for the Dominican Republic and Cuba also in the Directorate-General for Development.

Before joining the EU Mr de la Caballeria worked as a Lawyer as a member of the Madrid Bar Association.
He earned his University Degree in Law at the Universidad Complutense of Madrid in Spain and has Diplomas in Agronomy at the Universidad Politécnica of Madrid and in European Community Studies (Escuela Diplomatica) of the Spanish Ministry of Foreign Affairs. He is fluent in Spanish, French and English and speaks Italian and Portuguese.
