Advisor to the Vice Minister of Energy and Mining
Paul Howlin is an accomplished energy executive currently serving as Advisor to the Vice Minister of Energy and Mining of Argentina. With extensive expertise in the energy sector, he has a proven track record in project management, business development, mergers and acquisitions, and the deployment of innovative technologies. Paul excels in fostering strategic partnerships, advising on policy frameworks through multi-sectoral analysis, and promoting new technologies to advance Argentina’s energy landscape.
Prior to his current role, Paul gained extensive experience in both renewable and conventional energy sectors. Early in his career, he focused on electric demand-side management, followed by leadership in utility-scale and end-user renewable energy projects. Later on, he played a pivotal role at YPF, Argentina’s national oil and gas company, serving as Chief of Staff to the CEO, where he was involved in all aspects of oil and gas operations, and even early stages of hydrogen sector. Last, he spearheaded initiatives in methane emissions reduction across the Southern Cone.
As a board member of the Argentina-Texas Chamber of Commerce, a nonprofit organization, Paul fosters collaboration between global energy stakeholders, strengthening business ties between Texas, the U.S. energy hub, and Argentina.
Mr. Howlin holds an Executive MBA from IAE Business School at Universidad Austral and a degree in Industrial Engineering from Instituto Tecnológico de Buenos Aires (ITBA), both in Argentina.
