Senior Energy Specialist
David is the Infrastructure Program Leader at the World Bank office in Central America and the Dominican Republic. In this position, he supports the strategy, preparation, and implementation of World Bank projects in Energy, Transport, Digital, PPPs, Urban, and Disaster Prevention. David is also leading the WB lending operation with the Port of Pecem to finance the shared infrastructure for the Ceara Green Hydrogen Hub and has led technical assistance support related to green hydrogen maritime bunkering hub in Panama.
Prior to this position, he performed the same functions in Ghana and several Sub-Saharan African countries. He is an industrial engineer with specific experience in electrification, renewable energies, and utility reform.
