Director of Electric Energy Studies
Reinaldo da Cruz Garcia is an Electrical Engineer with a Master’s degree in Power Systems from the University of Brasília (UnB), and a specialization in Regulation of Public Electricity and Gas Services from USP and Unicamp. His career at the National Electric Energy Agency (ANEEL) began between 1998 and 2007, where he played an active role in implementing the new model of the Brazilian Electric Sector (SEB), particularly in the areas of transmission and generation rules during the transition of initial contracts.
Upon returning to ANEEL in 2011, Garcia distinguished himself as a Regulation Specialist in the transmission sector and as Coordinator of Transmission Services Contracting and Provision. He also supported the Coordination of AC and DC Transmission Auction Processes, actively contributing to the technical drafting of auction notices for major infrastructure projects in the country. Since 2021, he has served as an advisor to ANEEL’s Board of Directors, working on various processes related to power generation, transmission, distribution, and commercialization.
Garcia also gained experience at the National System Operator (ONS) and the Ministry of Mines and Energy as a Technical Planning Consultant, and at the Energy Research Company (EPE) between 2009 and 2011 as an Energy Research Analyst. Most recently, he held the position of Director of Programs at the Executive Secretariat of the Ministry of Mines and Energy, participating in government processes and programs associated with the Secretariats of Energy Transition and Planning, Electric Energy, Oil, Natural Gas and Biofuels, and Geology, Mining and Mineral Processing.
