Terrence Gilliard currently serves as Chief Energy Officer within the Ministry of Infrastructure, Ports, Transport, Physical Development and Urban Renewal in Saint Lucia. His professional career spans various leadership stints within the Public Service and include Director of the Water Resource Management Agency, Biodiversity Coordinator and Laboratory Manager. He has also consulted for the United Nations Environment Programme in the role as a Regional Biosafety Clearing-House Advisor providing advice to several Caribbean countries on their respective project activities. No stranger to utilities regulation, he worked with Saint Lucia’s national multi-sector utilities regulator- NURC, responsible for electricity and water services regulation. In his present capacity, he plays a leading role in the design and implementation of several sustainable energy initiatives such as the Renewable Energy Sector Development Project (geothermal exploration drilling) being administered by the World Bank.    

A graduate of the Central University of Las Villas, Santa Clara, Cuba, in the fields of Engineering and Natural Science, Terrence is bilingual and can be aptly described as an staunch advocate for sustainable development especially within the Caribbean SIDS context.
