 Javier Rúa-Jovet is a former Puerto Rican public servant and regulator initially serving as Deputy Secretary of the Puerto Rico Department of Natural & Environmental Resources & Chairman of the commonwealth’s Environmental Quality Board.  Rúa Jovet later served as Chairman of the Telecommunications Regulatory Board and chaired the Latin American Forum of Telecom Regulators. As regulatory attorney, he has represented distinguished telecom and energy clients.

From 2018 to 2020 Rúa-Jovet served as Director of Public Policy for Sunrun, the largest rooftop PV company in the US, with over 500k clients in 23 states, DC & PR. And today, Rúa-Jovet focuses on solar and storage energy issues and policies as Chief Regulatory, Policy & Gov’t Affairs Officer at SESA-PR, the Solar Energy & Storage Association of Puerto Rico.

Rúa-Jovet has been elected Member (Numerary Academic) of the Puerto Rican Academy of Law and Jurisprudence. He has published widely on legal topics ranging from international law, telecommunications and Internet policy, environmental and energy issues, among others.
