Jairo Gutierrez is an international energy consultant with over 28 years of experience in the power sector supporting government agencies, private companies and banks in the US, Africa, Latin America, South Asia and Southeast Asia. He is the Project Lead for the Colombia work under the U.S. Agency for International Development (USAID) Scaling Up Renewable Energy (SURE)  promoting installation of large-scale grid-connected variable renewable energy (VRE). Under SURE he supported the Colombian Ministry of Energy to design and implement the first energy auction for VRE. He coauthored a report published by the International Renewable Energy Agency (IRENA), Colombia Auction Case Study, which focused on the context, design, and results of the successful VRE auction process. He has led and delivered assessments of electric utility operation improvements, analysis of distribution electricity losses; electricity market evaluations, evaluations of utility business processes, due diligence reviews of conventional and renewable energy generation and distribution assets, energy efficiency assessments and large project/ program management in 21 countries. Mr. Gutierrez is an Electrical Engineer (Power Systems) with a master’s degree in business management. He is a Member of the Institute of Electrical and Electronics Engineers (IEEE) – Power & Energy Society and speaks fluent English and Spanish and has basic French proficiency.
