Executive Director


Cletus Kennedy Bertin is the Executive Director of the Caribbean Electric Utility Services Corporation (CARILEC), from May 2017 to present. He has worked throughout the Eastern Caribbean, Belize, and Trinidad & Tobago, with several Governments, Educational Institutions and Corporations in the private sector, and with Regional and International institutions, such as the Eastern Caribbean
Telecommunications Authority (ECTEL); OECS Secretariat; Caribbean Centre for Development Administration (CARICAD); Commonwealth Secretariat; The World Bank, Global Information & Communication Technologies Department; Canadian International Development Agency (CIDA), United Nations Department for Economic and Social Affairs (UNDESA) and the European Union (EU) Delegation to Barbados and the Eastern Caribbean, as a consultant, and in some instances, as a full-time employee. He has led several transformational and organizational development initiatives, most notably with: the OECS Secretariat (as Project Manager for the Institutional Strengthening Project: 2009-2012),
the Government of Saint Lucia (as Director of Public Sector Modernization: 2012-2017), and presently with CARILEC (leading the development and implementation of the Strategic Plan: 2018-2022, which has resulted in the repositioning of the organization, and the successful adoption of policy, process, technological, governance, personnel and structural changes). His areas of expertise include Management of Change & Innovation, ICT Implementation, Business
Process Analysis & Reengineering, Strategic Planning, Project Management, Organizational Development and Capacity Building, across several sectors: ICT, Telecommunications, Education, Public Administration, and the Electric Utility sector. He holds a B.Sc. in Management (1991) and a M.Sc. in Management, specializing in Information Systems (1997) from the University of the West
Indies and a Ph.D. in Information Systems & Change Management (2003) from City University in London, England.
