Commissioner Ángel R. Rivera de la Cruz earned a Bachelor of Science degree in Mathematics, Cum Laude, from the University of Puerto Rico, Mayagüez and a Master of Science degree in Mathematics from the University of Massachusetts, Amherst.

Commissioner Rivera de la Cruz joined the Navy Nuclear Propulsion Officer Candidate Program in 1999. After obtaining his commission, he attended Naval Nuclear Power School and Naval Nuclear Power Training Unit, where he qualified as Engineering Officer – Submarines. Commissioner Rivera de la Cruz’ duties while serving in the U.S. Navy Submarine Force included: Electrical Division Officer, Reactor Controls Division Officer, Damage Control Assistant, Electronics Materials Officer, Assistant Operations Officer and Assistant Engineer. In addition, he completed Prospective Nuclear Engineering Officer School in 2004 and a Master Degree in Engineering Management in December of the same year.

Commissioner Rivera de la Cruz’ academic achievements also include a Bachelor Degree in Mechanical Engineering from Polytechnic University of Puerto Rico and a Juris Doctor, Magna Cum Laude, from the University of Puerto Rico Law School. He is a licensed attorney and a Licensed Professional Engineer in Puerto Rico.

From February to November 2014, Commissioner Rivera de la Cruz worked as a Legislative Advisor at the Puerto Rico Senate. He was appointed as Associate Commissioner of the Puerto Rico Energy Commission on November 20, 2014. In June 15, 2016, Commissioner Rivera de la Cruz was appointed for a second term as Associate Commissioner.

Commissioner Rivera de la Cruz retired from the Navy Reserves in July 2021, after twenty-two years of service. His military decorations include the Navy and Marine Corps Commendation Medal (4), Navy and Marine Corps Achievement Medal (6), and various unit, campaign and service awards.
