Ms. Ruiz-Alvarado is the Head of Regional Representation for the Caribbean at the European Investment Bank (EIB) since September 2024. She is a sustainable finance expert with over 20 years of international experience. She previously worked at the EIB’s Environment, Climate and Social Office where she was the lead expert on Human Rights and Supply Chains.

Before joining the EIB, she was an Economic Advisor to the President of Spain and two Ministers of Housing, and worked at NERA Economic Consulting. She has been a member of several Boards and holds advanced degrees in economics and finance from Center for Monetary and Financial Studies of the central Bank of Spain, and Université Paris Dauphine, and has studied at Harvard Kennedy School and the Stockholm School of Economics.
