José H. Román Morales, the President of the Puerto Rico Energy Commission (PREC), has confirmed his participation in PR-GRID. Given the fiscal uncertainty in Puerto Rico, and given efforts to attract international investment to the process of grid reconstruction, the role of PR’s regulator is particularly critical at this juncture. Mr. Morales will speak to efforts to create a robust regulatory environment, and will also speak to recent PREC announcements, most notable the request for comments on proposed regulation around the construction of microgrids in Puerto Rico.
