Based in San Juan, Puerto Rico, Agustín is a Senior Manager with EDF’s Energy program. He focuses on an innovative project to prove the feasibility of low-carbon microgrids for the island’s long-term energy and economic development strategy.

Prior to joining EDF, Agustín was first Chairman of the Puerto Rico Energy Commission (now the Puerto Rico Energy Bureau), Executive Director of the Puerto Rico Solid Waste Authority and Assistant Regional Counsel at the U.S. Environmental Protection Agency (EPA) in Dallas, Texas. While at EPA, he led the Federal Implementation Plan rulemaking process for one of the largest energy generation plants in the United States.

Agustín has worked in microgrids and renewable energy development projects in the private and public sectors in Puerto Rico. He is also Chairman of the Board of Directors of ClimaTHINK Institute for Climate Law & Policy, an environmental think tank.

Agustín holds a Bachelor of Science degree in Civil Engineering and Master of Science degree in Environmental Engineering from Northeastern University, a Juris Doctor degree from Vermont Law School, and a Master of Environmental Management from Yale University.
