Sergio Benito Osorio Romero has a distinguished career in public service, public policy development, the advancement of Mexico’s energy sector, international representation, and institutional management.
He holds a bachelor’s degree in Economics from the Higher School of Economics of the National Polytechnic Institute, a master’s degree in Economics and International Policy from the Center for Research and Teaching in Economics (CIDE), and a master’s degree in Economic Law from the Metropolitan Autonomous University, where he received the Academic Merit Medal. He also pursued doctoral studies in Economic Sciences at Paris 13 University.
Throughout his career, he has held strategic positions across the energy, legislative, economic, and public infrastructure sectors. He served as Chair of the Energy Committee of Mexico’s Chamber of Deputies during the 57th Legislature, Chief Adviser in the Senate of the Republic, Mexico’s Regional Counselor for Agricultural Affairs in Europe, and a representative of Mexico in multilateral trade negotiations. He has also participated in numerous international forums focused on energy, power systems, sustainable mobility, and technological transition.
He currently serves as Director of Energy Transformation at Petróleos Mexicanos (Pemex), where he leads the institution’s strategy to strengthen energy efficiency, reduce the carbon footprint of industrial operations, and advance innovative projects that support Mexico’s energy transition. Under his leadership, Pemex is pursuing initiatives related to the efficient use of natural gas, power cogeneration, energy recovery from industrial resources, the development of sustainable aviation fuels, geothermal energy, hydrogen, and other technologies that can support progress toward a low-carbon economy without compromising Mexico’s national energy security or sovereignty.
The author of several specialized publications on energy policy, industrial development, and the future of Pemex, Mr. Osorio Romero is one of Mexico’s most experienced voices in the development of public policy for the transformation of the country’s energy sector.
