César David Vives Flores holds a bachelor’s degree in Accounting and Finance from Universidad de las Américas Puebla (UDLAP) and a master’s degree in Finance from the Instituto Tecnológico Autónomo de México (ITAM).
With nearly 20 years of professional experience, he currently serves as Head of the Public Credit and International Affairs Unit at Mexico’s Ministry of Finance and Public Credit. In this role, he oversees the Federal Government’s transactions in financial markets and leads initiatives to ensure the sustainability of Mexico’s public debt. He is also responsible for structuring financing solutions that support the development of public infrastructure across the country. Additionally, he coordinates Mexico’s representation before international banks, organizations, and forums focused on public debt management and sustainable finance.
Previously, he served as Director General of Public Debt and Director General of Financial Operations within the same Unit.
He has also held several positions at the Institute for the Protection of Bank Savings (IPAB), most recently as Director General of Finance. In that role, he was responsible for managing the resources of the Bank Savings Protection Fund and overseeing the Institute’s debt in Mexico’s domestic debt market.
He also brings extensive commercial banking experience, particularly in financial risk management, the valuation of financial assets and liabilities, treasury management, and hedging through derivative financial instruments.
