Climate Change Specialist, Climate and Environment Division
Christian Parra is a Climate Change Specialist in the Climate and Environment Division at IDB Invest. An Ecuadorian national, he brings more than 22 years of experience designing and implementing climate change, sustainability, and low-carbon development strategies across both the public and private sectors in Latin America.
Prior to joining IDB Invest, Christian held several senior leadership positions, including National Director of Climate Change Mitigation at Ecuador’s Ministry of Environment, Climate Change Coordinator at the Latin American Energy Organization (OLADE), and National Coordinator of the UNDP Low Emission Capacity Building Programme. He has also served as an independent consultant, advising governments, multilateral organizations, and private companies on climate and sustainability initiatives.
Throughout his career, Christian has led the development of Nationally Determined Contributions (NDCs), national greenhouse gas inventories, Measurement, Reporting and Verification (MRV) systems, climate public expenditure reviews, and carbon mitigation strategies. His experience also includes coordinating REDD+ initiatives and the FAO Climate-Smart Livestock Programme, as well as supporting climate policy, institutional strengthening, and international climate finance readiness.
In the private sector, he has designed and implemented tailored climate and sustainability solutions for corporate clients, infrastructure projects, and the energy sector, with a focus on decarbonization, climate risk management, sustainable finance, and environmental performance.
Christian holds a Bachelor’s degree in Agricultural Engineering from the Central University of Ecuador, a Master’s degree in Sustainable Energy Development from the University of Calgary (Canada), and a Ph.D. from the University of Valladolid (Spain), specializing in Life Cycle Assessment and Clean Energy Systems.
