Hugo Leal Melo da Silva was born in 1962, in the city of Ouro Fino (MG). He is the current Secretary of State for Energy and Ocean Economy of Rio de Janeiro. He has been married for 33 years and has two children.
He moved to Rio de Janeiro, aged 18, to study. Bachelor’s Degree in Law from UFRJ; in Economic Sciences, by Faculdades Cândido Mendes; and took the Specialization Course in Public Policy at UFRJ.
He took over the chair of state deputy for three months, in 2005. He was elected federal deputy for the first time in 2006. He is currently in his fifth term, after being re-elected in 2022.
Author of “Lei Seca” (zero-alcohol tolerance Law), Hugo Leal is considered the main legislator on traffic and transportation in the National Congress. Due to his experience as a lawyer, he was partial rapporteur for the new Code of Civil Procedure and the new Code of Criminal Procedure. In 2002, he assumed the position of general rapporteur for the Union Budget.
In public service, he held the positions of: Deputy Director of the Heritage Department and General Director of the State Public Deposits Department, in 1991; State Secretary for Administration and State Reform, between 1999; President of Detran/RJ, in 2002; and President of the Secretariat for Justice and Citizens’ Rights, in 2003.
Hugo Leal Melo da Silva nasceu em 1962, no município de Ouro Fino (MG). É o atual Secretário de Estado de Energia e Economia do Mar do Rio de Janeiro. É casado há 33 anos e tem dois filhos.
Mudou-se para o Rio de Janeiro, aos 18 anos, para estudar. É bacharel em direito, pela UFRJ; em Ciências Econômicas, pelas Faculdades Cândido Mendes; e fez o Curso de Especialização em Políticas Públicas, da UFRJ.
Assumiu por três meses a cadeira de deputado estadual, em 2005. Foi eleito deputado federal pela primeira vez em 2006. Atualmente está em seu quinto mandato, após ter sido reeleito em 2022.
Autor da Lei Seca, Hugo Leal é considerado o principal legislador sobre trânsito no Congresso Nacional. Por sua experiência como advogado, foi relator parcial do novo Código de Processo Civil e do novo Código de Processo Penal. Em 2002, assumiu o posto de relator-geral do Orçamento da União.
No serviço público ocupou os cargos de: vice-diretor do Departamento de Patrimônio e diretor-geral do Departamento dos Depósitos Públicos do Estado, em 1991; secretário estadual de Administração e Reforma do Estado, entre 1999; Presidente do Detran/RJ, em 2002; e Presidente da Secretaria de Justiça e Direitos do Cidadão, em 2003.
