Manager a.i., Infrastructure and Energy Sector
Néstor H. Roa is currently Chief of the IDB’s Transport Division. His responsibilities at the Bank have included interim management of the Infrastructure and Environment Sector (INE) and coordination of the Transport Division’s operational activity in Mexico, Central America, and the Caribbean. He has also served as team leader and member for several transportation, energy, and telecommunications projects. Before joining the Bank in 2001, Néstor had a successful career in Colombia’s public sector, culminating as Director and Commissioner of the Communications Regulation Commission (CRC). He also worked in the National Planning Department—serving as Director of Infrastructure and Energy, Chief of the Transport Division, Director of the Policy Division, and Specialist in Transportation Infrastructure—and in the Colombian private sector. Néstor has a master’s degree in technology management from the Sloan School of Management at the Massachusetts Institute of Technology (MIT), a master’s in engineering from Virginia Tech, and a bachelor’s in civil engineering from Universidad Javeriana de Bogotá.
