Engineer Víctor Hugo Ventura Ruiz has over 40 years of experience in the energy sector in Guatemala and Mesoamerican countries. He is an Electrical Engineer specializing in power systems and also holds a master’s degree in Economics. Among his work, he stands out for his role at the Economic Commission for Latin America and the Caribbean (ECLAC), where he sought advancements in regional energy integration. He also served as the Deputy Manager of Planning at the National Institute of Electrification (INDE).
At ECLAC, he held various positions: Economic Affairs Officer from 1996 to 2009 and Head of the Energy and Natural Resources Unit from 2010 to March 2022. He also worked as an independent consultant on energy issues in Mexico until January 2024. In 2023, he was part of the teaching staff for the Master’s program in Regulation and Public Policies in the Energy Sector at the Central American Institute of Public Administration (ICAP).
