Director of the Projects Department
As Director of the Projects Department of the Caribbean Development Bank, Daniel Best leads the team responsible for the Bank’s investment lending and grant portfolio. Mr. Best is a member of the Strategic Advisory Team and is accountable for the management, pipeline development, appraisal and implementation of the Bank’s lending and Technical Assistance programmes in all sectors in which the Bank operates. Since becoming Director in 2015, Mr. Best has consistently led the Department in delivering strong results which form the majority contribution in the Bank achieving its critical Approval and Disbursement targets. Further to his leadership of the Projects’ team, Daniel is also the Business Owner for the Operations365, Critical Path Redesign and Standard Work. Mr. Best has held various management positions within the Projects Department including that of Division Chief (Ag.) and Portfolio Manager in the Economic Infrastructure Division where he was responsible for all infrastructure interventions including those in the Transportation, Water and Sanitation and Energy Sectors. Mr. Best is a Civil Engineer with a Master of Science in Construction Engineering and Management from the University of the West Indies (St. Augustine), a Master of Business Administration from the University of Durham and a Project Management Professional designation from the Project Management Institute. He possesses over 30 years’ successful experience building, leading, and functioning within multidisciplinary and multicultural teams and work environments. Prior to joining CDB, Mr. Best was the Regional Project Manager for FirstCaribbean International Bank where he successfully led the implementation of the organisation’s regional infrastructure development mandate. Having begun his professional career in Trinidad and Tobago Mr. Best has since worked in both the public and private sectors in all aspects of project design, leadership, and implementation across the Caribbean.
