Carolina Ruiz has a Doctor in Laws from the Universidad Iberoamericana (2005), Summa Cum Laude, with a Master’s Degree in Business Law from the Francisco de Vittoria University (2010) and an Executive Masters in Business Administration (MBA) from the business school Barna Management School. She has various studies in regulation and competition matters, including the Competition Law and Regulated Markets Course at the University of Valladolid (2020). She currently works as a partner at the prestigious Headrick law firm, in the business department.
Her professional practice focuses on regulatory affairs, with emphasis on the energy sector and Competition Law; trusts; mergers & acquisitions; real estate issues; prosecutors; international trade and administrative law.
Dr. Silié previously worked as Legal Manager of Contracts for AES Dominicana, a subsidiary of AES CORP and which, through its group of companies, constitutes the electricity generator with the largest installed capacity in the Dominican Republic. From there and through Headrick, a firm where she is a partner and has her practice within the Business Department, she has provided legal support for the development of numerous renewable energy projects, including photovoltaic solar projects, and those of fossil origin in the Dominican Republic, as well as for their financing. Likewise, within the practice of Competition Law, she has participated acting as defendant in proceedings before Procompetencia, local regulator for antitrust matters, as well as in the preparation of compliance programs in antitrust matters.
She is a co-author of the Electricity Regulation 2010 section, published by Getting the Deal Through, and assisted in the drafting of the Electricity Regulation 2008 and Electricity Regulation 2009 sections, published by Getting the Deal Through. Likewise, she participated in the special edition of Competition Law of the Gaceta Judicial with her article Crying out for Clemency: the need for its inclusion in the legal system for the defense of competition in the Dominican Republic. She has also published articles in national and international magazines and publications on regulatory and trust issues.
She was part of the drafting team of the Law for the Development of the Mortgage Market in the Dominican Republic no. 189-11, which introduced the legal framework for the regulation of trusts in the Dominican Republic. She is currently a professor for trusts and regulated markets at the Universidad Iberoamericana (UNIBE) and a professor at the National School of the Judiciary (EJN for its Spanish acronym), where she teaches judges and personnel of the judiciary system on Law 189-11 for Development of the Mortgage Market and the Trust in the Dominican Republic. Likewise, she teaches in masters’ programs at PUCMM on trusts and Energy Law and other educational centers such as the IOMG Institute and study programs organized by the Institutionality and Justice Foundation (FINJUS as per its Spanish acronym); in the latter, both in trusts and competition in the energy sector. In the same way, she has served as teacher of Business Law at the Barna Management School.
