CEO and Principal
Mr. Ángel R. Rivera earned a Bachelor of Science degree in Mathematics, Cum Laude, from the University of Puerto Rico, Mayagüez and a Master of Science degree in Mathematics from the University of Massachusetts, Amherst.
He joined the Navy Nuclear Propulsion Officer Candidate Program in 1999 and attended Naval Nuclear Power School and Naval Nuclear Power Training Unit, where he qualified as Engineering Officer – Submarines. While serving in the submarine force, Mr. Rivera completed a deployment to the Mediterranean Sea and an exercise at the North Pole. He earned a Master Degree in Engineering Management in December, 2004. In June 2021, he retired from the Navy Reserves after 22 years of service.
His academic achievements also include a Bachelor Degree in Mechanical Engineering from the Polytechnic University of Puerto Rico and a Juris Doctor, Magna Cum Laude, from the University of Puerto Rico Law School. He is a licensed attorney and a licensed Professional Engineer in Puerto Rico.
From February to November 2014, Mr. Rivera worked as a Legislative Advisor at the Puerto Rico Senate. He was appointed as Associate Commissioner of the Puerto Rico Energy Commission (now the Puerto Rico Energy Bureau) on November 20, 2014. In June 15, 2016, he was appointed for a second term, which concluded in June 30, 2022. During his eight year tenure as Associate Commissioner, Mr. Rivera presided over several major cases including the first independent electric rate review in 27 years, two Integrated Resource Plan approvals and the securitization charge approval regarding the 2016 PREPA debt restructuring agreement.
Mr. Rivera is currently the CEO and Principal at Nu Energy Consulting Group, LLC, a firm dedicated to providing general and specialized consulting services regarding energy policy, markets, and regulation.
