James Fletcher is a former Minister of Public Service, Sustainable Development, Energy, Science and Technology in Saint Lucia. During his tenure, James led Saint Lucia on an aggressive path to modernize the energy sector. He headed the Caribbean’s delegation during the successful negotiations on the Paris Agreement on climate change. James was highlighted by Global Optimism in Profiles of Paris as one of the people who played a key role in creating the Paris Agreement. In 2019 he was selected by the Chevening Scholarship Program as one of 35 Global Changemakers.
Prior to his stint as a government minister, James Fletcher served as the Director of Social and Sustainable Development at the Organization of Eastern Caribbean States, the Cabinet Secretary, and the Permanent Secretary in the Ministry of Agriculture, Forestry and Fisheries in Saint Lucia.
James currently manages his own company, SOLORICON, which provides consulting services on climate change, natural resource management, sustainable energy and energy policy, water policy, agriculture and food security, and public policy. He is the author of Governing in a Small Caribbean Island State and the Regional Strategic Action Plan for Governance and Building Climate Resilience in the Water Sector in the Caribbean.
He hosts a weekly television program called PSI – People Solutions Ideas, as well as a weekly televised virtual town hall discussion called State of Urgency, which is also live-streamed on Facebook and You Tube. James has a BSc in Biochemistry from the University of Ottawa and a PhD in Crop Physiology from the University of Cambridge.
