As Energy Program Manager for the City and County of Honolulu, Rocky utilizes experience in energy, economics, and financial analysis to help the City plan, prioritize, and implement the energy component of its resilience and sustainability policies and programs. This includes the City’s commitment to stay in the Paris Agreement and reduce greenhouse gas emissions through energy efficiency, renewable energy generation, grid modernization, and electrification of transportation. Prior to joining the City’s Resilience Office, Rocky served in a variety of roles as an economist for the Hawaii Public Utilities Commission, an energy analyst for the State Energy Office, and a research analyst for AIG Investments in New York. Rocky earned his Masters of Economics and International Relations with a specialization in Emerging Markets Finance from the Johns Hopkins School of Advanced International Studies (SAIS), and has a B.A. in History from Yale University.
