Sandra Sealy, Managing Director / Lead Consultant of TelEgy Consulting Services – established in 2021 to offer support services associated with the regulation of utility services (in particular electricity and telecommunications) as well as project management and research.

A self-motivated, knowledgeable, dedicated professional, with nearly twenty (20) years experience in utility regulation, Sandra has interacted with and provided guidance to a wide range of stakeholders – regional and international organizations, operators, government agencies, consumers and businesses.

Her recent projects include working with Caribbean Telecommunications Union (CTU) as Project Manager, Roaming Committee as well as with CANTO.
She was the former Chief Executive Officer of the Barbados Fair Trading Commission where she led cross-functional teams which addressed matters pertaining to utility regulation, fair competition and consumer protection. She also held the position of Director of Utility Regulation responsible for the regulation of the electricity, telecommunications, and water sectors. As Barbados seeks to transition to 100% renewable energy she has managed the process of negotiation with the various stake holders. She led the Commission’s successful transitioning of the telecommunications sector from the rate of return for a monopoly to the liberalised environment with the development of the Price Cap regulation and Standards of Service.

In 2019, she was presented with an award for her dedicated involvement in utility regulation by the Organisation of Caribbean Utility Regulators. She holds a Master of Science (Distinction) in Regulatory (Telecommunications) Policy from the University of the West Indies, St Augustine; a Masters of Business Administration, Heriot-Watt University– Edinburgh and a Bachelor of Science (Upper II Honours) Electrical Engineering, University of the West Indies, St. Augustine.
