Head, Public-Private Partnerships
Mr. S. Brian Samuel is the Head of Public-Private Partnerships at the Caribbean Development Bank (CDB), where he is spearheading a joint initiative of the CDB, World Bank and Inter-American Development Bank to improve the enabling environment for PPPs in the Caribbean, and to build up a pipeline of bankable projects.
Brian spent twenty years with the International Finance Corporation (IFC), where he led financing and PPP deals in the Caribbean, Africa and beyond. Notable transactions included Haiti Flour Mill, Trinidad and Tobago Methanol Company, La Source Hotel, Uganda Telecoms, Air Tanzania and eco-tourism concessions for South African National Parks (SANParks).
Prior to joining CDB, Mr. Samuel was Vice President at Castalia Strategic Advisors, where he undertook consultancy assignments for the World Bank and other multilateral agencies. Early in his career Mr. Samuel worked in public utilities, shipping, agriculture, aquaculture and tourism. He is a Grenadian national whose interests are reading, writing, sailing and traveling off the beaten track.
