Vice President for Strategic and PPP Advisory

David Alvarez is an infrastructure professional specialized on project finance, public-private partnerships (“PPP” or “P3”), public sector procurement, and strategic advisory.  Presently, David Alvarez serves as Vice President of Strategic Advisory Services at CPM North America PLLC (“CPM”), a technical advisory in the infrastructure and construction sectors with offices in Puerto Rico, Miami, Panama and Colombia. Prior to joining CPM, David was a Principal Consultant in the strategic consulting group of Parsons Brinckerhoff (now WSP), where he was responsible for managing public-private partnership advisory engagements.     

From 2009 to 2013, David served as the Executive Director of the Puerto Rico Public-Private Partnerships Authority (“Authority”), one of the first centralized PPP government agency in the Caribbean and the US.   

In his capacity as Vice President for CPM, Mr. Alvarez plays a leading role in CPM’s P3 practice in the US, Caribbean and the Latin American markets. Below is a sample of PPP projects in which Mr. Alvarez played an advisory role:  

David received a Master of Science degree in Urban and Regional Planning from Florida State University (2000) and a Bachelor of Arts in Economics and International Affairs from West Virginia University (1997).
