Dr. Barham received his bachelor’s degree in Management and Economics from the University of the West Indies, Jamaica; a master’s degree in Public Administration from the University College of the Caribbean, also in Jamaica; and a Doctor of Philosophy degree in Urban and Public Affairs from the University of Louisville, Kentucky which he attended as a Fulbright Scholar. He earlier attended the Royal Military Academy Sandhurst in the United Kingdom and Junior Command and Staff School with the Canadian Armed Forces and served in the Jamaica Defence Force for nine years. He worked in police oversight and police reform for a year and designed a performance management system for the Jamaica Constabulary Force. He taught Project Management, Strategic Management, Public Policy and Public Administration at the Management Institute for National Development (MIND) for five years. At the University of Louisville his specialism was in Urban Planning and Sustainable Development and his dissertation focused on public policies and strategies to improve innovation and entrepreneurship in the water sector. Other interests include disaster management, urban resilience, urban sustainability and informal settlements and he drafted a Solid Waste Master Plan for Jamaica.
