Joaquín has more than 30 years of experience at Citigroup and 35 years of experience in the Financial Industry. He is currently in charge of Global Sovereign Solutions for the Public sector Group. This Group focuses on Debt Advisory, Digitization, and ESG solutions for Public sector entities globally. Until For seven years, until April 2021, he was in charge of the Public Sector Group in Latin America for Citi. The Public Sector team is responsible for managing the firm’s relationships with Sovereign governments, municipalities, and supranational clients. Before taking on the Public sector responsibility for Latin America, he managed Citi’s effort for the Public Sector and Financial Institutions for Central America, the Caribbean, and Ecuador.

Prior to his focus in Public Sector, he spent seven year as a Structurer in derivative Solutions and fifteen years in Corporate Finance Solutions for Citi clients. Throughout his career, he has been based in Venezuela, Miami, and New York.
Joaquín is a Mechanical Engineer form Universidad Simón Bolívar and holds and MBA from I.E.S.A., both in Caracas, Venezuela.
