Joseph Williams joined the Caribbean Development Bank (CDB) in March 2014. At CDB, he is the Acting Head of the Renewable Energy / Energy Efficiency Unit. Prior to serving the Bank in this role, he was Programme Manager, Sustainable Energy Facility / GeoSmart Initiative. Williams played a lead role in the development of the Bank’s Energy Sector Policy and Strategy, and now supports its implementation through the work of the Unit.

He has almost 25 years of experience in the energy sector. Before joining CDB, he was the Manager of the Regional Energy Programme at the Caribbean Community (CARICOM) Secretariat where, inter alia, he led efforts to establish the CARICOM Energy Policy and contributed to the development of a regional strategic framework for the implementation of renewable energy and energy efficiency.

Williams’ career experience also includes energy management consulting roles, and a management role at the Jamaica Public Service Company Ltd.

He holds a Master of Science degree in Engineering Management with emphasis on energy policy and planning, a Master of Business Administration (finance and sustainability), and a Bachelor of Science degree in Mechanical Engineering. He is also a Certified Energy Manager.
