Mr. Bernal currently serves as Energy Advisor for the Electric Program at the United States Department of Agriculture where he also leads the Disaster Recovery Team for Rural Development. Prior to joining USDA, Mr. Bernal advised domestic and international energy companies on policy, regulatory matters and strategic business development. He also headed the Puerto Rico Energy Affairs Administration (2009-2012) and oversaw the implementation of a portfolio on energy efficiency and renewable energy incentive programs for distributed generation worth more than $150 million. During his tenure at the Puerto Rico Energy Affairs Administration, he worked on multiple energy related bills and the promulgation of associated regulation. With over 12 years of experience in the energy field, he has also served as executive director for a gasoline wholesalers trade association in Puerto Rico.

Mr. Bernal holds a Masters of Law in Energy and Environmental Law from the George Washington University, a Juris Doctor from the Inter American University of Puerto Rico and a Bachelor of Arts from the University of Puerto Rico.  He also completed a Certificate in Corporate Finance at Georgetown University’s School of Continuing Studies.
