Mr. Kwartin has over 35 years of public and private sector experience in energy technology, markets and policy. During his career he has led a nationwide energy efficiency program; built and led a competitive retail electricity marketing business; established an energy management business servicing large commercial and industrial customers; and built and led the renewable energy and alternative fuels consulting practices of an international consulting firm. He has been an independent consultant since 2014.
Mr. Kwartin currently delivers Life Cycle Cost Analysis (LCCA) and other advanced procurement training for the U.S Trade and Development Agency (USTDA). Over the past three years, he trained senior government staff from Vietnam, Jordan, Philippines, Ethiopia, Mexico, Colombia, Panama, India, Brazil and the Dominican Republic. Mr. Kwartin also advised the Millennium Challenge Corporation (MCC) on incorporation of LCCA and value based criteria into MCC’s procurement guidelines and standard bidding documents.
In addition to his work for USTDA, Mr. Kwartin currently leads a team providing energy management services to a major Federal agency. Mr. Kwartin’s team advises this agency on how to optimize its energy investments, technology, sustainment and costs at more than 1000 facilities to meet the complementary goals of reducing energy costs and enhancing energy resiliency.
Mr. Kwartin’s recent clients include a large multi-national energy development company, a small electric grid modeling company, a defense-focused consulting firm, and other public and private organizations.
