Engineer Víctor Hugo Ventura Ruiz has more than 40 years of experience in the energy sector of Guatemala and Mesoamerican countries.

He is an Electrical Engineer with specialization in electrical power systems, he also has a master’s degree in Economics.

Among his works, the work he has carried out in the Economic Commission for Latin America and the Caribbean (ECLAC) stands out, where he sought advances in regional energy integration. He was also Deputy Planning Manager of the National Electrification Institute (INDE).

At ECLAC he held different positions: Economic Affairs Officer from 1996 to 2009, Head of the Energy and Natural Resources Unit from 2010 to March 2022. Likewise, he has worked as an independent consultant on energy issues in Mexico until January 2024.

During 2023 he was part of the teaching team of the Master’s Degree in Regulation and Public Policies in the Energy Sector at the Central American Institute of Public Administration (ICAP).
